<p>The Rutgers' offense and defense didn't make enough plays Wednesday as host South Florida won, 28-27, at Raymond James Stadium in Tampa, Fla.</p>
<p>The Scarlet Knights (4-4, 1-2 Big East) dropped in the Big East conference standings and had their bowl hopes diminish a bit after failing to convert on a late fourth-quarter drive that started inside Bulls' territory.</p>
<p>Trailing 28-27 with less than six minutes remaining, Rutgers started a potential go-ahead drive at the Bulls' 41-yard line. Three plays later, Rutgers faced a fourth-and-three and went for it.</p>
<p>Freshmen quarterback <a href="http://www.sbnation.com/ncaa-football/players/114326/chas-dodd" class="sbn-auto-link">Chas Dodd</a> dropped back but couldn't avoid the rush by USF linebacker Jacquian Williams, who sacked Dodd for a turnover-on-downs.</p>
<p>USF (5-3, 2-2) gained possession and ran the game clock down to 37 seconds before punting. The clock ran out after Rutgers' failed to score on a game-ending desperation play.</p>
<p>Dodd finished 13 of 15 for 109 yards. <a href="http://www.sbnation.com/ncaa-football/players/114325/jeremy-deering" class="sbn-auto-link">Jeremy Deering</a> carried the ball 12 times for a team-high 69 yards. </p>
<p>USF running back <a href="http://www.sbnation.com/ncaa-football/players/3503/moise-plancher" class="sbn-auto-link">Moise Plancher</a> rushed for a game-high 135 yards on 21 carries.</p>
<p>Plancher helped the Bulls score the game's go-ahead touchdown with 9:33 to go in the fourth by taking a carry inside the Rutgers' 5-yard line, leaping through the air and before the goal line fumbling the ball, which was recovered by teammate Jacob Sims for the score.</p>
<p><i>The Scarlet Knights travel to Syracuse Saturday, Nov. 13 to take on the Orange at 3:30 p.m.</i></p>
